If you pick 'Notice' then this event is considered a notice and will display on the home page until its expiration date.

Display To Public  

If you pick 'No' then this event will only be displayed to user who login with a password, it will not display to the general public (no password).  If you pick 'Yes' it will display in the public view and all the user password views.

Display To Organizations   

If you pick 'No' then this event will only be displayed on the OrgManager level.  If you pick 'Yes' it will display for all organizations on the Organization level.
